If I can answer the question in parts, I would like to say that
- Politicians today do not have guts to make it happen, that is why they are not giving it deserved priority
- Though at the same time, I am saying that they would like it to happen
If you find the two statements together as confusing, pls consider the example of Lokpal. Politicians did not take that Lokpal bill on priority for so many years. However as public was shaken n waken up by India Against corruption's movement, as public got aware and got demanding about the Lokpal law, some of the political parties have been standing by that and taking some effort in that direction now. This is evident from what we saw in Loksabha & Rajyasabha, during debate and voting on the bill.
That is why I believe as public gets demanding, some politicians definitely will raise their voices too and that would be significant contribution in making it happen. And then rest of story would evolve to create historical paradigm shift!
